Vu reply to your letter of the 15th ultimo, I have the honour to forward "conversation between my Vice-Consul and Mr Kwong on the subject of Engagement of an American Engineer.

I propose shortly to obtain an interview with Mr Kwong, and in the meantime I shall be glad to learn, as quickly as possible, your views on the subject. This can, it appears, be no question but Kwong is to remain in appearance at least Deputy Chief Engineer of the hús, and his has probably realised that official assistance is indispensable. I am not in a position to know

thoroughly competent Railway Engineer who would consider & take a subordinate position at such salary as this (hús) would offer. The position would not be a pleasant one. It would mean practically hard work and responsibility and little or no credit, though I should think that Kwong, who speaks English and has worked for a long time under: Kinder, would not be hard to deal with in situ.
